  • UNICEF Adolescent Kit for Expression and Innovation Adapted Resource Package for COVID-19

Adolescent Kit for Expression and Innovation Adapted Resource Package for COVID-19 While schools and other institutions are planning phased openings soon, disruptions are likely to continue for some time to come, emphasizing the need for remote learning and expression opportunities for adolescents. Providing adolescents with such opportunities to build healthy and positive relationships with their peers, friends and family members is an important priority for adolescents’ mental health during lockdowns. UNICEF and partners are responding to adolescents’ needs for the continuity of learning, psychosocial support and skills building during COVID-19. The Adolescent Development and Participation, Education, Child Protection and Innovation Sections of UNICEF have worked closely together with five country offices (Jordan, Lebanon, Colombia, Tajikistan, Indonesia) to provide adolescents with a resource package of activities that can be self-administered to promote their psychosocial wellbeing and learn new skills in times of stress and while staying at home. The target group of the resource package is adolescents aged 10-19 years. The original Adolescent Kit and the adapted version are complementary. In its original form, the Adolescent Kit activities are meant to be carried out through in-person interactions between adolescents in facilitated group sessions. In contrast, the Adapted Package offers activities that can be self-administered by the adolescents themselves wherever they are. Additionally, the package offers instructions for parents/caregivers and facilitators to apply the activities at home or through platforms such as radio/WhatsApp. We strongly encourage UNICEF and partners to use the Kit in its original form if feasible. If the Adapted Resource Package is used, we encourage UNICEF and partners to transition the adapted, remote activities into in-person sessions if and whenever it becomes possible. We hope you find the Adapted Resource Package useful in addressing the needs and priorities of young people and engaging them as part of our COVID-19 efforts. You’re welcome to reach out to adolescentkit@unicef.org for questions and feedback on the Adapted Resource Package. • UNICEF Gender-Based Violence in Emergencies (GBViE) Programme Resource Pack Kit 1: Getting Started Case Studies Booklet

A knowledge resource selected by UNICEF for humanitarian practitioners everywhere UNICEF Gender-Based Violence in Emergencies (GBViE) Programme Resource Pack Kit 1: Getting Started Case Studies Booklet As part of the process of developing the Resource Pack, UNICEF conducted a global multi-country evaluation of its GBViE programming in 2015–2016. The evaluation delivered real-time assessment and technical support to seven UNICEF country pro-grammes and facilitated learning and improvement of ongoing GBViE response in the participating countries. Findings and recommendations for each country are set out in country reports. Importantly, the evaluation also generated valuable lessons and recommendations for UNICEF globally regarding GBViE prevention, mitigation and response. These are documented in The UNICEF Multi-Country Gender-Based Violence in Emergencies Programme Evaluation Synthesis Report, 2016. The lessons, evidence, tools and good practices have been incorporated throughout this Resource Pack. The evaluation also generated 12 case studies that are included in this booklet. Nine of the case studies present one component of GBViE programming from a particular country, while the final three explore the same intervention across three different countries. Together, these cases illustrate the diversity of contexts in which UNICEF is implementing GBV prevention, mitigation and response programming, as well as the diversity of GBV programming being implemented. Perhaps most interestingly, the case studies showcase the very different approaches generated in different countries, which serve to high-light the importance of innovation and creativity in building locally relevant responses to the problem of GBV – and finding solutions to the many challenges this work brings. The case studies conclude with important lessons for future programming generated from each programme and setting. Many of the lessons – such as the value of ongoing dedicated technical support and the importance of strong partnerships charac-terized by mutual respect and understanding – have arisen across multiple settings and help to set the road-map for the next phase of UNICEF and partner GBViE programming. • IASC Non-Binding Guidelines on the Use of Armed Escorts for Humanitarian Convoys

A knowledge resource selected by UNICEF for humanitarian practitioners everywhere IASC Non-Binding Guidelines on the Use of Armed Escorts for Humanitarian Convoys The purpose of the guidelines is to assist a wide range of actors on when and how to use military or other forms of armed escorts to accompany humanitarian convoys. In July 2011, the 79th meeting of the IASC Working Group requested the IASC Task Force on Humanitarian Space and Civil-Military Relations, an IASC subsidiary body, to update the guidelines. The following text is the result of consultations and collaboration between IASC members, in addition to the United Nations Department of Safety and Security (UNDSS), Department of Peacekeeping Operations (DPKO) and field colleagues from a variety of organisations. This updated document reflects the evolution of security risk management procedures within the UN and non-UN organisations, the increase of actors now commonly present in humanitarian operating environments, and the increasing complexities of undertaking principled humanitarian action. • Immunization in Emergencies and Humanitarian Settings

A knowledge resource selected by UNICEF for humanitarian practitioners everywhere Immunization in Emergencies and Humanitarian Settings Immunization is one of the most cost-effective public health interventions, averting an estimated two to three million deaths every year. In these contexts, there is limited capacity to carry out basic health system activities, such as vaccination programmes, thus facilitating disease outbreaks. Supply chains become sporadic; cold chains lose viability; beneficiaries avoid dangerous travel to health centres; and human resources are dissipated, creating ever-larger pools of unvaccinated children that grow and jeopardize herd immunity. This document presents the issue, UNICEF's response and programmatic priorities, and the way forward. • Sector-wide analysis of early childhood development and education in emergencies in Colombia and considerations to strengthen systems globally

A knowledge resource selected by UNICEF for humanitarian practitioners everywhere Sector-wide analysis of early childhood development and education in emergencies in Colombia and considerations to strengthen systems globally There is an urgent need to strengthen early childhood development and education in emergencies (ECDEiE) globally. Colombia has faced protracted and acute crises for decades. Also, the country has applied a unique approach to holistic and integrated ECDE policy formulation. We argue that these characteristics offer a valuable country-case to identify barriers and levers to the operationalization of ECDEiE. We applied a sector-wide analysis protocol that harmonized components of the Humanitarian Programme Cycle by the Inter-Agency Standing Committee and of a framework to characterize the governance of ECDE systems. The study outlines how the policy and program characteristics identified may represent levers or barriers to the effective operationalization of ECDEiE in Colombia. We discuss how these attributes could be considered in the trans-sectoral dialogue between ECDE and humanitarian actors with the aim of strengthening ECDEiE systems globally. • Guidance on Reopening Early Childhood Education Settings

A knowledge resource selected by UNICEF for humanitarian practitioners everywhere Guidance on Reopening Early Childhood Education Settings As countries make decisions to reopen schools, there are unique considerations related to opening early childhood education (ECE) settings, in order to ensure holistic approaches to nurturing care and learning for young children. Reopening ECE settings can provide children with much-needed emotional support and learning opportunities, and it offers reliable childcare options for parents returning to work. Though there will be challenges, young children are highly resilient and adaptive. With clear and consistent instructions and a nurturing environment, they will be able to adjust and thrive in their new learning environment. This guidance note outlines key principles and practical measures for decision-makers to consider before, during and after the transition from closure to reopening. It focuses on safe operations in ECE settings, staff training and support, child well-being and development, and parental communication and support. On this page, you will also find additional resources, developed by UNICEF, for continuing professional staff support and enhancing communications with teachers and administrators, parents and primary caregivers, and decision-makers. This guidance is aligned with the updated Framework for Reopening Schools, released by UNESCO, UNICEF, the World Bank, the World Food Programme and UNHCR.
