    GBViE Programme Resource Pack Kit 3.1: Programming – Responding to GBViE Survivors in Emergencies Kit 3.1: Programming – Responding to GBV Survivors in Emergencies contains guidance and resources to help UNICEF country offices (COs) and partners increase access to quality, life-saving care, support and protection for survivors of gender-based violence (GBV) in emergency settings. It covers multi-sectoral response to GBV – a model that aims to help survivors to recover and heal from the multiple harmful consequences of GBV, to be safe from further violence, and to claim their rights through delivery of coordinated health, psychosocial, safety and justice services. Clinical care for sexual assault, basic psychosocial support, and safety from further violence are all components of UNICEF’s Minimum GBViE Response Package. Kit 3.1 is for GBV and Child Protection (CP) specialists working in situations of immediate and ongoing response to both slow- and rapid-onset disasters, as well as those working with populations affected by protracted and complex emergencies. It is also appropriate for situations where the CO is engaged in preparedness planning activities. Additionally, the section on healthcare will be useful for UNICEF Health programme staff. There are five sections in Kit 3.1: Section 1 Introduction to Response Section 2 Healthcare for GBV Survivors in Emergencies Section 3 Strengthening Psychosocial Support for GBV Survivors in Emergencies Section 4 Improving GBV Survivor Safety in Emergencies Section 5 Strengthening Access to Justice for GBV Survivors in Emergencies Kit 3.1 includes a Response Tools Booklet that contains a number of tools for implementing healthcare, psychosocial support, safety and justice response services for survivors of GBV. These tools are introduced in Sections 2–5 of this Kit.Kit 3.1 also includes Introduction to Responding to Survivors of Gender-Based Violence in Emergencies. Kit 3.1 also contains a Learning Module designed to build knowledge on GBV response in emergencies. This Learning Module facilitates planning for implementation of health, psychosocial and safety services as part of humanitarian response in line with UNICEF’s Minimum GBViE Response Package.     GBViE Programme Resource Pack Kit 3.2: Programming - Building Girls and Womens Safety and Resilience UNICEF’s approach to building girls’ and women’s safety and reducing the risk of gender-based violence in emergencies (GBViE) involves three distinct areas of programming: 1. Building girls’ and women’s safety and resilience through targeted interventions to reduce GBV-related risk and vulnerabilities. This programming focuses on communities – girls and women in particular – during immediate and ongoing response and recovery. This part of the Resource Pack has further information on this area of programming. 2. Building duty bearer accountability for conflict-related sexual violence prevention and response in accordance with relevant international norms and standards. See Kit 3.3: Programming – Building Accountability for further information. 3.     A knowledge resource selected by UNICEF for humanitarian practitioners everywhere Sector-wide analysis of early childhood development and education in emergencies in Colombia and considerations to strengthen systems globally There is an urgent need to strengthen early childhood development and education in emergencies (ECDEiE) globally. Colombia has faced protracted and acute crises for decades. Also, the country has applied a unique approach to holistic and integrated ECDE policy formulation. We argue that these characteristics offer a valuable country-case to identify barriers and levers to the operationalization of ECDEiE. We applied a sector-wide analysis protocol that harmonized components of the Humanitarian Programme Cycle by the Inter-Agency Standing Committee and of a framework to characterize the governance of ECDE systems. The study outlines how the policy and program characteristics identified may represent levers or barriers to the effective operationalization of ECDEiE in Colombia. We discuss how these attributes could be considered in the trans-sectoral dialogue between ECDE and humanitarian actors with the aim of strengthening ECDEiE systems globally.     A knowledge resource selected by UNICEF for humanitarian practitioners everywhere U-Reporters in Situation and Programmatic Monitoring: UNICEF Cote d’Ivoire’s experience in COVID-19 RapidPro software, U-Report applications and youth engagement enabled UNICEF and the Government of Cote d’Ivoire to monitor and adapt programming in the context of COVID-19. U-Reporters and young bloggers were proactively engaged to identify and address false information around COVID-19 using the U-Report platform. Polls collected critical information while face-to-face data collection such as surveys and facility assessments were not possible due to movement restrictions. U-Reporters, already skilled in digital platforms, were engaged in an innovative pilot as third-party monitors (TPM) during Child Health Day campaigns. U-Reporters were based in their communities, equipped with knowledge from their communities and did not need to travel in contract to traditional TPM. U-Reporters as a TPM modality was found to be a cost-efficient option to explore further. The flexibility of RapidPro software, ability to adapt U-Report information sharing and data collection, and engagement of U-Reporters contributed to an adaptive response over time.
