Health systems can only function with health workers. Investing in human resources for health (HRH) is one part of the broader objectives of health systems strengthening (HSS), and is an essential component within the COVID-19 response. Rapid Guidance for strengthening Human Resources for Health in the context of COVID-19 follows UNICEF’s original HSS Approach, which conceives of HSS actions as being implemented at national, sub-national or district and sub-district or community levels. It focuses on HRH aspects of the areas in which UNICEF is either already strongly engaged (such as procurement and supply chain management, health management information systems and digital health) or seeks to prioritizing more specifically.
