The ACT Framework
This document includes the conceptual framework, the compendium of indicators, and guidance on how to implement the ACT Framework. The acronym ACT stands for the three components that make up the ACT Framework. Each letter reflects two dimensions of the framework.
The ‘A’ in ACT stands for assessing what people know, feel and do. Indicators within this dimension measure such things as knowledge, attitudes and reported behavior. The ‘A’ also stands for ascertaining normative factors. This includes descriptive norms, injunctive norms and outcome expectancies.
The ‘C’ in ACT stands for considering context, specifically gender and power. Indicators under this dimension measure things like self-efficacy, decision making and gender roles. The ‘C’ also stands for collecting information on social support networks. These indicators allow to identify reference groups, the information flow across social networks, and social support relative to abandonment of the practice.
The ‘T’ in ACT stands for tracking individual and social change over time. Indicators under this dimension measure outputs, short term outcomes and exposure to social and behavior change interventions, and can be adapted to the specifics of your programme. The ‘T’ also stands for triangulating all data and analysis. This highlights the rigor of the ACT Framework which uses multiple data sources to measure individual indicators, through quantitative, qualitative and participatory tools to help validate findings.
